Richard T. Garcia, Regional Security Advisor for North America for Shell Oil

Mr. Garcia is currently the Regional Security Advisor for North America (RSA-NA) for Shell Oil based at One Shell Plaza in Houston, Texas.  Mr. Garcia began this position on August 1, 2005 after retiring from the Federal Bureau of Investigation (FBI) with 25 years of service.  Mr. Garcia’s last position with the FBI was in Los Angeles as the Assistant Director in Charge of the Los Angeles field office. 

As the RSA-NA for Shell, Mr. Garcia coordinates with other intelligence and law enforcement agencies, both domestic and foreign, in an effort obtain strategic intelligence regarding potential criminal and terrorist attacks against Shell’s assets.  Mr. Garcia will maintain a Security Clearance with the Department of Homeland Security (DHS) and become part of the information sharing system with DHS in the Oil, Chemical and Cyber sectors.  Mr. Garcia brings to Shell Oil the following experiences from his previous positions with the FBI:

In December 1994, Mr. Garcia was appointed as the Assistant Special Agent in Charge of the El Paso field office.  He remained in this assignment until he was promoted to the Senior Executive Service of the FBI as the Section Chief for technical operations in the Information Resources Division at FBI Headquarters in May 1998.  Mr. Garcia had responsibilities for the FBI’s entire telecommunications systems, computer network systems and Data Centers.  Mr. Garcia also had the Y2K responsibilities for these systems as well.

In March 2001, Mr. Garcia promoted to the position of Special Agent in Charge of the Criminal Branch for the Los Angeles field office.  He remained in this assignment until December 2002 where he assumed the responsibilities as the Special Agent in Charge of the Houston field office.  While in Houston, he was involved with the Columbia Space Shuttle recovery efforts and major public events, such as the NFL Super Bowl.  In March 2004, Mr. Garcia promoted to the position of Assistant Director and returned to the Los Angeles to head that field office. 

In 1990, at the 36th Annual Attorney General Awards, Mr. Garcia received the Distinguished Service Award for his role in a Colombian drug trafficking investigation entitled "Cat-Com."  In September 1994, Mr. Garcia also received the "Eagle Award" from the National Hispanic Heritage Foundation for management in crime fighting.  Mr. Garcia is a member of the International Association of Chief’s of Police, the Hispanic American Police Command Officers Association and other professional organizations. 

Mr. Garcia has been involved in technical operations, terrorist investigations and the Robert Hanssen espionage investigation, which resulted in being a recipient of the 2003 Meritorious Conduct Presidential Rank Award for Senior Executives in the United States Government.  In October 2004, Mr. Garcia was named as one of the 100 Influential by Hispanic Business magazine’s 25th anniversary issue and the recipient of the FBI Director’s Award for service to Law Enforcement in November 2004 for information sharing systems.
